Rail Budget 2011-12 (Analysis)
Railway Minister Mamta Banerjee on Friday (25th February 2011) presented a populist Railway Budget for the year 2011-12 in Parliament. She started her speech by announcing that it is a common man's budget and Railways are aware of the acute sense of social responsibility and will take all steps to fulfill it.
- Investment plan for the year - Rs 57,630 Crore.
- Tax-free bonds for Rs 10,000 Crore to be issued by IRFC in 2011/12 as additional investment plan.
- Market borrowing at Rs 20,594 crore.
- Rs 13,824 crore for acquisition of rolling stock.
- Railway earnings to exceed Rs. 1 Lakh Crore.
- To set up railway bridge factory in Jammu & Kashmir.
- To construct 172 rail over bridges in FY12.
- First coach from the Rae Bareli Rail Coach Factory will roll out in the next three months.
- To set up coach factory in Palaghat.
- To set up metro coach factory in Singur in West Bengal.
- To set-up diesel locomotive centre in Manipur.
- Imphal to be connected with rail network soon.
- To set up new coach factory at Kolar via PPP or JV.
- To set up two more wagon units under JV mode.
- To set up two more wagon units in Kerala.
- To set up rail industrial park at new Bongaigaon, Nandigram.
- Doubling spend on gauge conversion to Rs 2,470 crore
- To spend Rs 9,583 crore for new line in FY12.
- 700 km of new rail track to be laid down.
- Number of trains increased to 18,000 from 16,100 last year.
- New trains introduced for Vivekananda, Tagore birth anniversaries.
- Student special trains introduced.
- 3 New Shatabdi trains: Pune-Secunderabad, Jaipur-Agra and Ludhiana-Delhi routes.
- 9 Duronto trains, 15 suburban trains in Kolkata & 56 express trains introduced.
- New Duronto trains will be introduced on Allahabad-Mumbai, Pune-Ahmedabad, Sealdah-Puri, Madurai-Chennai, Chennai-Thiruvananthapuram and Mumbai Central-New Delhi routes.
- 34 new services for Kolkata Metro.
- 9 additional services for Chennai suburban service.
- EMU coaches increased from 9 to 12 Mumbai suburban systems.
- Railway's Centre for excellence to be set up in Darjeeling.
- 1,075 km new rail lines to be laid down in FY2012.
- Proposed 12,000 acre for dedicated freight corridor.
- Freight loading aim at 993 million tonne in FY2012
- Double-decker air-conditioned trains introduced for Jaipur-Delhi and Ahmedabad-Mumbai routes.
- Double-stack container train introduced from Gujarat to Gurgaon.
- 700 MW gas based power plant is to be set up at Thakurli in Maharashtra.
- Planning 1320 MW thermal power plant in Agra.
- To set up 1300 MW thermal power plant in AP.
- Track-machine industry being proposed to be set up at Uluberia in West Bengal.
- No hike in railway fares.
- Ticket booking price reduced for E-booking.
- Ticket booking charges reduced by Rs 10 for AC and Rs 5 for non AC.
- Smart Card - 'Go India' introduced for long distance travel.
- Trolleys to be introduced at railway stations.
- Concession for physically handicapped people in Rajdhani and Shatabdi trains.
- Decreased the age for senior citizen (women) to 58 years from 60 years.
- Senior citizens will get 40 per cent concession on rail ticket.
- Sports cadre will be setup to promote sports.
- 16,000 ex-servicemen are to be inducted in Railways by next financial year.
